Las Vegas EV pioneer linked to Pearl Harbor
RJ article by Stan Hanel
Japanese bombers had devastated the U.S. Pacific fleet at Pearl Harbor in Hawaii on Dec. 7, 1941, and pushed the United States into an intractable international war on two fronts. Patriach of our club Al Sawyer and our honorary editor Stan Hanel, his father are Nevada Test Site veterans. Sawyer was a professional mechanical engineer who had worked at Lawrence Berkeley National Laboratories before transferring to the Nevada Test Site during the 1960s. While at the test site, Sawyer developed an early telerobotic system for handling nuclear waste. Both men became involved in the national atomic energy program after their service in the U.S. Navy during World War II.
Stan's father trained as a Navy pilot to be part of a massive invasion being planned by Allied forces to occupy Japan. President Harry Truman's decision to drop atomic bombs on Nagasaki and Hiroshima, though devastatingly horrific and tragic, forced surrender by Japan's emperor and ended the need for a prolonged invasion that would have continued to sacrifice many more lives on both sides of the conflict. Sawyer used his engineering skills to develop alternative transportation solutions. By 1979, he had partnered with Charlie Amadon, another Nevada Test Site veteran, to found Lectra Motors as an electric car manufacturing company. Lectra Motors built and sold more than 1,000 electric vehicles.

Downtown parking ordinance for alternative fuel vehicles approved
From KTNV Las Vegas, NV
http://www.ktnv.com/news/local/136061273.html
The Las Vegas City Council approved an ordinance yesterday that encourages people to drive
alternative fuel vehicles by making it free to park downtown. The city will issue the owner of a
qualified alternative fuel vehicle a permit that will allow the vehicle to park for free at any city-operated metered parking zone or parking lot.
The ordinance was mandated by a law that the Nevada Legislature approved earlier this year. The ordinance will go into effect Jan. 1.
The alternative fuel vehicle parking permit application is available on the city's website at www.lasvegasnevada.gov/parking
and by visiting Parking Citations and Hearings Office on the 6th floor of City Hall, 400 Stewart Ave.

Ordinance for free parking for electric cars approved
By Benjamin Spillman
LAS VEGAS REVIEW-JOURNAL
Posted: Dec. 21, 2011 | 1:22 p.m.
Electric car drivers won't have to put money in parking meters in Las Vegas under an
ordinance approved Wednesday.
The City Council voted unanimously for the ordinance, which was mandated by a law
the Nevada Legislature approved earlier this year.
Under the state law, local communities are required to allow drivers of alternative
fuel vehicles to park without paying.
The city ordinance enacts the law in the city and establishes a permit system, which
will go into effect Jan. 3.
Under the system, drivers of electric cars such as the Chevy Volt or Nissan Leaf can
apply for a permit, pay a $10 fee and park at metered spaces without paying.
"It is a feel-good bill by the state, which is coming at the expense of local
governments," said Councilman Bob Coffin, a former state legislator and Chevy Volt
driver who said he supports the concept.
Despite the ordinance, parking will not be a free-for-all. Electric car drivers will
be required to obey time limits posted at meters and other city-managed parking spaces.
Also, conventional hybrid drive vehicles such as the Toyota Prius will not qualify
for the program.
Residents with questions are urged to call 702-229-4700 starting Jan. 3.

Qualified cars can soon park free in county-owned areas
By Kristi Jourdan
LAS VEGAS REVIEW-JOURNAL
Posted: Nov. 1, 2011 | 2:42 p.m.
Drivers of alternative fuel vehicles soon will be allowed to park free in Clark
County-owned parking facilities.
The County Commission on Tuesday approved the new program, which will charge a $10
annual fee for a window decal that allows free parking for qualified vehicles at the
Lewis Professional Building Parking Garage and the Regional Justice Center metered lot.
Qualified vehicles include plug-in vehicles that are powered by an electric motor
and vehicles that are powered by an alternative fuel and meet specified federal
emissions standards. The program brings the county into compliance with a state law passed at this year's
legislative session, but the law excludes parking areas of an airport.
Commissioner Chris Giunchigliani asked county staffers to investigate whether that
exclusion prohibited the county from including parking areas at McCarran
International Airport, which could put more money in the county coffer.
"This encourages folks to use more alternatives, " Giunchigliani said.
The commissioner, who favors including the county-run airport in the ordinance, also
suggested implementing a "time-share" program in which the government buys a handful
of smart cars or electric cars to be used by several drivers who swipe a card to run
errands. Giunchigliani named cities such as Seattle and Denver, which she said use
similar public and private programs for bikes and cars that could encourage
carpooling. "They could leave it parked in that setting, it's always tracked, and people
wouldn't have to purchase an automobile," Giunchigliani said.
Commissioner Mary Beth Scow asked whether there were enough parking officers to
handle the change. Assistant County Manager Randy Tarr, who deals with Real Property
Management, the entity responsible for tickets and collection from meters, said the
county has the resources needed.
